WORKSHOP – REFORMING PUBLIC ADMINISTRATION IN SERBIA: WHAT OUTSIDE SUPPORT IN THE CONTEXT OF INTEGRATION INTO THE EUROPEAN UNION? + -

Following those of the Andean countries in Colombia and The Republic of Guinea, this was the third in a series of regional meetings co-ordinated by IRG. In association with the French embassy in Serbia and the Serbian Association of Municipalities and Towns (SKGO), these exchanges facilitated a greater understanding of the challenges and stakes involved in the context of integration within the European Union. Using examples relating to justice, decentralisation and customs operation, debates were centred around three themes: the challenges implicit in outside support in relation to the reform of public administration, the identification of requirements and mechanisms for improving partnership in administration co-operation.

WORKSHOP - REFORM OF PUBLIC ADMINISTRATION IN THE REPUBLIC OF GUINEA: WHAT EXTERNAL SUPPORT? + -

In association with the High Commissariat for State Reform and Administration Modernisation and the French embassy in Guinea, this workshop brought together the key actors in administration reform in Guinea: public authorities, civil society and international co-operation. The wide-ranging discussion was centred around three axes: the reasons for seeking external support in relation to administration reform, ways in which needs could be assessed in the light of that external support, and proposals for improving practice in co-operation from a perspective of democratic governance.

WORKSHOP : REFORMING PUBLIC ADMINISTRATION IN THE ANDEAN COUNTRIES ; WHAT ARE THE IMPLICATIONS ? WITH WHAT PROVISIONS AND WHAT EXTERNAL SUPPORT? + -

In the Andean region, administrative reform is currently at the heart of a broad debate, notably against the background of transformation of the State. The 2008 and 2009 constitutions in Ecuador and Bolivia for instance have set off major state reforms and the instauration of a “new public management”.

This evolution forces “public affairs” policy-makers to adjust and often to modify their approach and their thinking framework. It also induces the transformation of approaches and practices adopted by external cooperation actors towards backing the renewal of public administration.

The French Ministry of Foreign and European affairs, the service of Andean regional cooperation, the French Embassy in Colombia, the Esternado University, Bogota and the institute for Research and debate on Governance offer the Andean actors implementing public administration reform and the international cooperation coordinators in the region a platform where to discuss, from personal experience, the reforms introduced in the region as well as the mechanisms and implications of cooperation in this field.

This workshop, set up and co-ordinated by IRG, was organised by the Ministry of Foreign and European Affairs, the regional Andean co-operation service, the French embassy in Colombia and Bogota Externado University. Around thirty guests from a variety of professional backgrounds, (universities, representatives of social organisations, civil servants) and geographical locations, (Peru, Bolivia, Colombia, Venezuela, Ecuador, France) spent two days debating what is at stake in public administration reform in the Andean region and its implications in relation to co-operation.
