Coproduction of Public Action Program Activity

Multi-actor arenas of dialogue for public action

The IRG and its partners analyze here the processes and modalities of multi-actor dialogue experiences in order to understand how they are structured, how they are organized at the various levels of policy making (local, national and international), and how they vary across contexts, sectors and according to the actors involved. The objective is to focus on the interactive processes between state institutions and non-state actors. Furthermore, the goal is also to study their effects on the development and implementation of public action, on the functioning and the role of public institutions, and on the quality of services to the population. The IRG and its partners also intend to identify proposals to support the implementation of dialogue processes favorable to the coproduction of public action so as to allow for legitimate public governance.

The main activities of this strategic axe are:

Capitalization of the CFSI’s "Civil Society and Participation" program
Starting in 2009, the IRG has been coordinating the capitalization of the Comité français pour la solidarité international (CFSI – French Committee for International Solidarity) Civil Society and Participation program. The capitalization seeks to understand the conditions for the effective participation of civil society in public policy and to identify the shared challenges, in the North and the South, facing the issue of constructive co-development of legitimate public policy issues.

Capitalization of Transparencia por Colombia’s "Co-construction of Transparency, Peace and Development Public Policies in Colombia" program
The European Union Delegation in Colombia funds this project, which spans three years, 2011-2014. It is under the responsibility of the organization Transparencia por Colombia and five other organizations (the IRG, Foro por Colombia, Cundinamarca-OCASA, FUNPROCEP Santander PARCOMUN, North Santander). The IRG provides the monitoring and evaluation for the project.

The governance of health policies
In the field of health, there is a growing debate on how to construct public policies that allow, through appropriate consultation modalities, a just valuing of the contributions of non-state actors while at the same time avoiding giving the public authorities a clean slate with regards to their responsibilities and thus negatively impact its legitimacy.
Through meetings in China (2007) and in the United States (2010), and a study in France, the IRG wished to contribute to the ongoing reflection on the governance of health policies.

Participation in a study on "Adapting cities to climate change: what are the prospects of governance"
In partnership with Fedesarrollo and Fundacion Ciudad Humana, this study funded by the French Development Agency (AFD), aims to identify approximately fifty experiences of public, social and private actors with regards to the adaption of their cities to climate change. These experiments will be listed in a database and give rise to a cross-sectional analysis.
