How is the bond between a society and its State to be reinforced ? Is a power’s compliance with a constitutional and legal system enough to found its legitimacy and ensure its citizens’ trust and support ? What are these sources of legitimacy ? How do they interact with each other ? How should the full spectrum of other normative systems (local, customary, religious or historical) in our societies be taken into account ? What influence does this understanding have on the State ?
The IRG identifies and sets up contacts between networks of researchers and practitioners addressing these issues. It stimulates debate and participates in the construction of research domains through :

COLLOQUIUM – INTERNATIONAL MEETING PROCESS FOR DEBATE AND PROPOSALS ON GOVERNANCE + -
Following the Bamako (2007), Polokwane (2009), Lima (2009), Arusha (2009), Yaoundé (2010), Saarbrucken (2011), and Tunis (2012) meetings, the Addis Ababa Meeting will be dedicated to the common challenge of diversity management by public action, though the prism of Constitutions and Human Rights. As in the previous International Meeting Process stages, the meeting is to be characterized by a crossing of views, cultures, disciplines, and actors. Approximately thirty participants will gather in Addis Ababa, city which hosts the seat of the African Union and which is highly symbolic in terms of governance in Africa.

The IRG will take part in the international week held by the Cerdhap, the Centre d’etudes et de recherche sur le droit, l’histoire et l’administration publique (Centre for the Research and Study of Law, History and Public Administration) of the University Pierre Mendès France, Grenoble.
Séverine Bellina, Director of the IRG, will attend, notably speaking to the motion “Is the State still needed” in a public debate on Thursday 22 March.

COLLOQUIUM – INTERNATIONAL MEETING PROCESS FOR DEBATES AND PROPOSALS ON GOVERNANCE + -
Perspectives from North Africa
Following the colloquiums of Bamako (2007), Polokwane (2008), Arusha (2009) and Yaoundé (2010), the Tunis Colloquium is the last stage of the “International Meeting Process for debate and proposals on governance” for Africa. It will focus on the five North-African countries represented in our colloquium (Algeria, Egypt, Libya, Morocco and Tunisia).
As for our previous colloquiums, we searched out a crossing of views, cultures, fields and actors. About fifty civil society, private sector, religious, political and institutional representatives and leading figures etc. will come from the North African region, Turkey, Europe, Southern and Northern America, Sub Saharan Africa to share their experiences. The current climate in the region confirms the emergency of identifying the process and vectors of a legitimate democratic governance.

The IRG is a partner in this international encounter co-organised by the Andean Commission of Jurists, Andean Regional Co-operation, and the French Ministry for Foreign and European Affairs..
In the course of three days some thirty participants will discuss the issues at stake in juridical pluralism. The seminar will bring together a range of actors mostly from the Andean region but also from Europe, Africa and the Arab world : academics, specialists, leaders of indigenous communities, members of national or international institutions (e.g. the Inter-American Commission of Human Rights) and high ranking national politicians. At all levels, whether regional (inter-American human rights system) or national (new constitutions, juridical policies), Latin America is noted for going to great lengths in taking juridical pluralism into account in its institutions, policies and standards. It is the ambition of this encounter to find out about the implementation of juridical and normative pluralism on the Latin-American continent in parallel with European and African experiences and current processes in the Arab world.
